★ ★ ★ ★ ★ 財團法人台北仁濟院捐贈給市府的仁濟療養院內第一病房,經臺北市工務局、文化局重新規劃、整建下,2013年4月正式舉行捐贈儀式後亮相。工務局公園處表示,位於艋舺大道與西園路二段交口的和平青草園(原萬華402號公園)內原屬仁濟療養院內第一病房,為臺灣地區最早之精神病院,如今將搖身一變成為綠化教室,讓市民能夠享用市政建設成果和增進地方社區活力場所。
原本位於臺北龍山寺町(今廣州街243號)的仁濟院,早期以救濟、收容精神病患為主,於大正11年(民國11年),因院舍擴建需要,遷移至崛江町(即今西園路2段42號公園現址),續辦原有業務,秉承該院仁人濟世之綜旨。至91年12月7日變更都市計畫為公園用地後,該院第一病房經地方人士爭取及市府於94年召開「第2階段推動台北市都市更新方案」會議及95年間由文化局邀集相關學者鑑定登錄為「歷史建物」,97年間財團法人台灣省私立台北仁濟院同意贈予臺北市。
為彰顯歷史傳承和再發揮其功能,本局公園處及文化局與地方共商後,以「公園開闢」及「歷史保存」相容並重之規劃願景,見證仁濟療養院在臺灣醫療史之相關事蹟。為達成公園與歷史建物共生活化歷史建物,本局公園處於94、95年間先完成地上物拆遷及公園簡易綠化後開放使用,復於98年間完成復水、復電外,並賡續進行建物局部整修改善設備,以提昇服務品質。
在空間規劃方面,為達成保留仁濟療養院(第一病房)特有的醫療歷史意義,建物以展示該院昔日舊照片及相關文物史料為主,至於公園則以呼應萬華特色青草巷意象,結合社區和平里民眾共同參與,種植種類豐富之香、藥草園(歷史建物後方為香、藥草區)。
Taipei Renji Institute, a consortium of corporations, donated to the first ward in Renji Sanatorium of the city, and was re-planned and rebuilt by the Taipei Public Works Bureau and Cultural Bureau. Originally located in Taipei's Longshan Temple (now Guangzhou Street 243), the Inje Hospital was mainly for the relief and accommodation of mental patients in the early days. In the 11th year of the Taisho era (11th year of the Republic of China), due to the need for the expansion of the hospital, it was relocated to Hiejiang Town This is the current park at No.42, Section 2, Xiyuan Road today), to continue the original business, adhering to the comprehensive purpose of the hospital. After the city plan was changed to park land on December 7, 1991, the first ward of the hospital was won by local people and the city government held a conference on the "Phase 2 Promotion of Taipei City Renewal Plan" in 1994 and the Cultural Affairs Bureau in 1995. Relevant scholars were invited to be identified and registered as "historical buildings." In 1997, the Taiwanese Private Taiwan Renji Institute of Taiwan Province agreed to donate to Taipei City.
In order to highlight the heritage of history and to bring it back into full play, the Park Division and the Cultural Bureau of this bureau, after consulting with the local area, witnessed the related deeds of Renji Sanatorium in Taiwan's medical history with a planning vision that is compatible with "park development" and "historical preservation". . In order to achieve the coexistence of historical buildings between the park and historical buildings, the bureau's parks were first opened and used after the removal of ground objects and simple greening of the park between 1994 and 1995, and the restoration of water and electricity was completed in 1998. In terms of space planning, in order to achieve the significance of retaining the unique medical history of Renji Sanatorium (the first ward), the building mainly displays the old photos of the hospital and related historical materials. As for the park, it echoes the image of Wancao's characteristic Qingcao Lane. The people of the community and the peace community participated in the planting of a variety of incense and herb gardens (the incense and herb area behind the historical building).
