清代漳州客屬先民順著安坑溪谷向上游開墾的過程中，與原住民泰雅族時有衝突，因此建立庄頭時種植刺竹圍做「城」以護衛， 所以留下「頂城」、「下城」、及一至五「城」等地名，足見先民早年的艱辛。也因此除了建立起太平宮、潤濟宮、日興宮等大型廟宇以慰求富饒安寧外，在各聚落也建有各自的土地伯公以保四境平安。
