巨大家俱回收,有問題… 一、永和清潔隊若有內定「巨大家俱回收行經路線」為何不公佈?由市民公開討論研議,而由清潔隊少數人員決定?永和巨大家俱回收點,數年來經常變更,完全任由清潔隊決定?而且長年來都是同一個電話客服人決定是否要回收,這樣是否容易造成執行上的盲點? 二、住戶(店家)基於私人或商業利益,間接使用公有地,進而為了「私人或商業利益最大化」,則利用清潔隊巨大家俱回收執行上的盲點,透過不斷電話檢舉巨大家俱回收之執行,藉以「慢慢封殺巨大家俱回收點」,清潔隊因怕惹事上身則改由「只服務商業大街道」或者「只服務巷道『頭』」來執行,這種狀況地方政府或清潔隊不可不察。 三、建議:為了避免上述第2條的狀況,巨大家俱回收點的地點應為不造成安全事故、不引響交通、公眾功能,且清潔隊人員設備可安全進出工作之公有地或申請人自家門口。若滿足以上條件清潔隊人員則不應受理此案-    巨大家俱回收執行-之相關惡意電話檢舉,應轉交申請人自行全責處理檢舉糾紛。另為避免糾紛,申請人應選擇有監視器路段或置放後拍攝(照)存證,但不免除申請人之相關責任。 四、巨大家俱回收執行上若是清潔隊有人時數不足的問題,應該分週次「輪流」行經「巨大家俱回收點」,而不是「只服務商業大街道住戶」或者「只服務巷道『頭』」附近的住戶。地方稅是大家都有繳,不應該「只服務商業大街道」或者「只服務巷道『頭』」住戶。 五、永和清潔隊俱備巨大家俱回收之車輛、油料、人員之相關公共資源,為何還要求住戶攜行到100公尺以外的巷頭才予以回收? 清潔隊有貨車,住戶沒有貨車,清潔隊叫一個沒有貨車的住戶攜「巨大」家俱到100公尺以外的商業大街道或巷道『頭』放置,請問一般人是否有能力辦到? 是否合情合理? 另外,這樣做難道不會被商業大街道店家趁機收費? 六、清潔隊電話客服口氣稍差,但可以原諒。可是若怠慢公務,以「選擇性執行巨大家俱回收點」,造成「集中執行巨大家俱回收的人力設備資源於商業大街道住戶(店家)」或者造成「執行巨大家俱回收服務之不平等」,則完全不可原諒。執行巨大家俱回收的人力設備油料資源是政府的「動產」,決不是像「圖書館」這類「不動產」俱有無法搬移的特性,執行上應該做到「人人平等、戶戶平等」。 七、另外,永和地方政府請定期自我檢查:是否只重視「有利可圖的工程事務」,而間接怠慢「無利可圖的家戶事務」? 間接造成永和地方政府疏於督導或排除清潔隊自身無法處理的清潔工作相關問題。
