Fuyou Temple is also called Tamsui Mazu (Sea Goddess) Temple, built in 1782, and it is probably one of the earliest Mazu Temples in Taiwan, because the temple is located in early Taiwanese immigrants' harbor area,Tamsui harbor Old Street, which is a popular tourist area nowadays. The Temple is neither a Taoist nor Buddhist temple, but it worships Buddisarvar and a few Taoist deities which are popular among Chinese in Taiwan, such as Taishui, Annual God. Unlike most of the Mazu Temples in Taiwan, Front Hall of the Temple does not have traditional dragon-shaped columns; instead, it only has one pair of Stone columns. The dragon-shaped columns for the Temple are instead in rear main hall. The Temple also has numerous origjnal wood frames which were built without nail. When writer visited the Temple on April 18, 2019, the Temple's middle gate was open for visitors' access without special reason. That was unusual, because most of the temples in Taiwan do not open middle gate for access, except the first day of the Chinese new year or when there is ranking government officials who visit the temples. However, the Temple has not been preserved for its classic and originally wood building structure properly, when it installed lightening and speakers system on beautiful old wood frames and wood cravings. The Temple provides free incenses for the worshippers. The temple does provide various Taoist religious of folklore services at the left side of the temple, with 1 to 2 Taoist Masters on duty daily. The Temple does not have English or other foreign language brochure. The attraction of the Temple is beautiful river view in front of its main gate.

The temple is built in 1796. It is the religious and community center of Hube Street (Tamsui Main Street). The roof now is under repair by 2030.
