〔記者唐詩台北報導〕一九八六年四月二十六日,前蘇聯烏克蘭境內的車諾堡核電廠發生爆炸,造成數千人喪生,事後因幅射核災致死的,估計至少十幾萬人,堪稱人類史上最嚴重的核電廠事故。
財團法人宜蘭人文基金會董事長陳錫南接受本報記者專訪時感嘆說,「這些死難者當時被裝到桶子裏,就地掩埋了,經過這麼多年,就算人死了化成灰,也一樣是『核廢料』,這是多麼悲哀的事」、「台灣絕對經不起一次的核能電廠事故,我們必須要堅持非核家園、土地正義,並且要集合眾人的力量來實現非核家園,這是我們對子孫的責任」!
歷經人生病痛的波折,事業有成的陳錫南近年來投身公益事業,特別是著重在台灣的「永續發展」,陸續舉辦多屆的民間國是論壇,邀請學家專家為台灣這塊土地提出建言。而非核家園,正是最重要的一件事。
陳錫南認為,追求「非核家園」應該要採取理性的方式,道德勸說,讓每一個人都能關心、投入這切身相關的議題;他並不贊成在理性訴求之前走上街頭,而是以連署請願的方式,表達人民的聲音;為了必須讓人民充分了解「非核家園」的重要性,陳錫南不但投下資金委請雜誌發行「非核家園」專刊,甚至還成立網路電視台,希望以網路平台的力量,號召更多志工投入非核家園的行列。
陳錫南投下鉅資,成立「非核家園大聯盟」,希望結合民間的力量,積極提出三項訴求。第一,要求總統馬英九應儘速召開國安會議,邀集各界共商核能安全,積極落實他「穩健減核、非核家園」的政見;第二、國會朝野黨派應捐棄成見,儘速成立跨黨派的「核能安全監督委員會」,以監督行政部門及台電;第三,地方政府也應積極成立核安監督委員會,結合居民的力量一起落實非核家園的實現。
針對三項訴求,陳錫南已積極邀集志工,發起連署,希望能透過和平請願的方式,讓行政部門重視人民意志。他希望馬總統能夠重視,不要在核安議題上「草菅人民」,「這不是一個總統應該有的作為」,他已在下週邀集律師,針對政府執行廢核事項,商討提出行政訴訟的可能性。
特別是近來核二廠因固定的鑼栓斷裂,讓外界對核安又啟疑慮,陳錫南與核盟人士希望核二能就此事件檢討儘速停機;而必須儘快全力阻止的,是台電的乾式貯存計畫,因為不要說台灣,連日本都沒有這樣的技術。只要核電不停止,不斷增加的核廢料就是最大的潛在隱憂,「台灣的核廢料數量、比例已經是全球第一,這也算是世界上的奇蹟之一!」,陳錫南說。
陳錫南表示,只要核二停下來,核一跟著停下來,醞釀商轉最近卻淹水的核四,改建為國民海景住宅和博物館,接著核三也停爐,核廢就不會再產生,台灣的核安危機就能減少大半。
陳錫南強調,「非核家園是一項大工程,需要時間,但就是不能拖下去了,第一步就是要減核」,而減核的事並不困難,「在停機檢修時,核發電實質上只佔不到百分之十,這顯示台電百分之二三點六的備用電力,根本就是高估;備用電源多一個百分點,就代表每年增加一百億元的新台幣的成本,以及無可預估的核災風險」,他認為台電高估備用電力,加上產業用電補貼,根本就是有圖利財團之嫌。
在國會監督部分,陳錫南則正積極拜會立法院長王金平,也在十三日先行和民進黨立院黨團總召柯建銘交換意見,希望在朝野協商時能積極催生監督委員會;在地方政府方面,陳錫南已拜會過新北市長朱立倫,在地方監督核一、二廠及核四問題上取得初步共識。
陳錫南說,從三哩島事件、車諾堡事件,到日本福島核災,對台灣是一次又一次的警示,「核能如果是安全的,就不會有這些重大核災」,因此,投入非核家園的志業,所有人都應該要義無反顧。
為了讓理想實現,陳錫南率先投入,不僅剃了光頭以明志,還特別在台北市龍江路五十五巷一之三號開設「非核咖啡館」,預計在四月二十六日車諾堡核災二十六週年紀念當天上午十點開幕。他衷心期盼這裏能成為非核家園運動的重鎮,也歡迎所有關心台灣這塊土地的人一起投入這項志業,來到這裏一同「喝咖啡,談核非」!

After experiencing the ups and downs of people's illnesses and sufferings, Chen Xinan, who has a successful career, has devoted himself to public welfare in recent years, especially focusing on the "sustainable development" in Taiwan. Chen Xinan believes that the pursuit of a "non-nuclear homeland" should adopt a rational approach and moral persuasion, so that everyone can care about and engage in this vital issue; he does not agree to take to the streets before rational appeals, but to sign a petition. To express the voice of the people; in order to let the people fully understand the importance of "Non-Nuclear Homeland", Chen Xinan not only invested funds to commission a magazine to issue a special issue of "Non-Nuclear Homeland", he even set up an Internet TV station, hoping to use the power of the Internet platform, Call on more volunteers to join the ranks of non-nuclear homes.
