漳州人士盧秀茂、盧金祥昆仲遷台之始,初居于大溪三層棘仔寮;後來四鄰居民悉知盧家祀有唐山媽祖,因共仰神恩,即紛集盧家頂禮膜拜,自此諸凡吉凶休咨、祈求平安,無不惟神是賴。斯時三層地方,山間仍係高山蕃族集召之處,境中庄民間為開墾耕地俾供農作,至與蕃民利害衝突,而屢受蕃害,日常篳路藍縷、手足胼胝、勞心勞形之苦,實非筆墨可以言容。當日榛莽初創,先民如此堅毅勤奮,媽祖聖靈感招之力當屬首功。三層山林耕地,斯時多係林本源氏之產業,道光年間設置租館於三層城內(現廟地),俾供囤存年收租穀之用,並派管佳習舍主當其事。後庄民因感媽祖神靈庇蔭四境,而金身侷處盧家廳堂,實有失赤子孺敬之誠,固與佳習舍懇商之後,謹請林家允將租館恭獻,暫充奉祀媽祖之殿堂。繼後庄民及告地信士前來頂拜者,日日絡繹於途。自是求年豐者、祈家安者、乞子嗣者、卜財運者、問行旅者,皆神所示是依,境民上山耕墾、樵牧,亦必遵神所式而行事,故家家平安、歲歲康寧。境氏為感林本源氏誠心奉獻租館作廟宇基地之善舉,至今緬懷聖德,亦深銘五內,永誌不忘。 三層草創之初,民風淳樸,日常深誡械鬥之習,家中可供鬥毆之器全無,因之若逢山中蕃族來襲,防禦之策惟賴眾力團結,築城堡以護庄民。城牆分闢南北兩門為出入道,每到薄暮,即鎖閉兩門,嚴禁出入通行,以防蕃人侵入殺害庄民。先人說:蕃人曾數次於凌晨或夜間整陣來襲,隊逼近南北城門時,乎見城門之前大隊兵馬,備陣以待、兵器齊全、氣象雄偉森嚴,蕃人觸目喪膽,自恃非敵,急速退陣,率族遷避深山。經此三層庄民使獲安居樂業之福。事經平息之後,庄民因蕃人輾轉傳說方知此情,咸信媽祖神靈顯赫,化此神將神兵威退頑蕃而祐黎民,因之媽祖護國佑民之神蹟更揚之四方。 民國十六年歲次丁卯(1927)大溪耆紳呂總理建邦先生,召集曾阿才先生、林源炎先生及各姓信士人等,集資鳩工,將舊租館翻修改建為媽祖廟,並定名為「福安宮」。

After consulting with Jia Xishe, they asked Lin Jiayun to congratulate the renting house and temporarily worship Temple of Mazu. Since they are seeking for the rich, praying for peace, beggars, benefactors, and travellers, they are all shown by God, and when the people go up the mountain to cultivate and graze, they must also act in accordance with God's style. They were ready, the weapons were complete, the weather was magnificent, and the Tibetans were frightened. The enemy quickly retreated and led his family to avoid the mountains. Through these three levels of villagers, they are blessed to live and work in peace and contentment. After the incident subsided, the villagers knew about this because of the legends of the Tibetans. They believed that the deities of Mazu were prominent, and turned this god to retreat the gods to the stubborn and bless the people, because the ancestors of the mother ancestors to protect the country and the people were even better.
