自嘉慶年間，中港各籍民眾時有械鬥。道光廿五年中港漳泉兩地居民發生大械鬥，經新竹縣春官大夫鄭如樑到港調解，雙方言和，由當時中港街總理葉廷祿倡議興建三聖宮，祭祀台灣、漳州及泉州三地方的代表性神明，從此息爭和衷團結。
