彰化縣和美鎮詔安社區曾經是個居民熱絡、關係深厚的社區，但在工業化與居住型態的變遷下，使社區居民的互動變得冷漠，僅關心自己家庭的結果，使得社區內的互助網絡薄弱、家暴事件頻傳。為了找回過去詔安社區的平靜與互相依賴的關係，於 105 年開啟家暴防治計畫，今年以《STOP》為方案規劃，希望能讓社區回到家家戶戶皆平安的狀態，創造一個安全居家的環境。《STOP》的內容為：
一、Safe詔告平安。
二、Team三合共作。
三、Open全民參與。
四、Place安全居家。
