本診所創辦醫師蕭文勝醫師民國77年6月1日於臺大醫院精神科完成專科醫師訓練，蕭醫師對於社區精神醫療照護別有專精。秉著服務鄉親的精神，返鄉於台南市立醫院創辦精神科，除門診、急診急性病房外，更創立日間留院 、庇護工廠、社區復健中心、 康復之家等附屬機構。台南市立醫院精神科更在其帶領之下，連續數年獲得綜合醫院精神科評鑑全國第一名的殊榮。

★ ★ ★ ★ ★ 醫師非常專業，問診很細心用藥也非常小心，林醫師（女）很開朗，每次看完診總是會能得到很多解答。很多見解是一針見血。個人覺得這樣很好。
 The doctor is very professional, and the patient is very careful to take care of the medicine. Lin doctor (female) is very cheerful, and every time he sees the doctor, he will always get a lot of answers. A lot of insights are sharp. Personally feel so good.

★ ★ ★ ★ ★ 葉醫師我沒看過不曉得；但蕭醫師態度不好+1，感覺很不親切沒耐心又自大不體恤人；林醫師則還可以。
I have not seen a physician leaves do not know; but Hsiao, MD +1 bad attitude, I feel very cordial impatient and arrogant and inconsiderate; Dr. Lin is also possible.

★ ★ ★ ★ ★ 極差的電話詢問經驗，只是想詢問初診問題，櫃檯護士的厭世態度讓人反感也就算了，竟然直接掛電話，不屑這個工作就不要做啊，搞得全世界欠妳什麼似的。
Poor telephone inquiry experience, just want to ask questions about the first diagnosis, even if the counter nurse's weariness is disgusting, even if you just hang up the phone, don't disdain this job, don't do it, it makes the world owe you something.

★ ★ ★ ★ ★ 兒子小時候也曾因為ADHD學習上有不少困擾，但他不是在這家診所接受醫療，只是妹妹後來也有過動現象(後來才發現她只是好動加上媽媽已不再身邊，影響學習。)初來此就診，一直要求她看著一台類似小幻燈片機，盯著裡面一個移動的空飄氣球點看，後來感覺有點瞎，這樣可以學習專注力?! 就醫幾次後就不再去。
我後來安排女兒學習柔道、書法(術科之一達標)、游泳(進入校隊)，心算達到四段，她能在國小時閱讀1000本以上課外書籍(老師認證卡)，因為外向她自己也交遊廣闊，學校及補習班都有很多談得來的小朋友，其實她並沒有專注力(ADHD)問題!國中是升學班高中是二中大學上了國立某大學。
因為跟另一半的官司需要，某天我去這診所向男醫師要求開診斷書給我，他表情不悅也不想跟我多談，寫完診斷書就起立遞給我，完全不講話轉頭回座低頭做他的事?! 啥專業!?在我個人的感覺醫師這樣的待人之道實在不敢恭維!只不過是多讀一點醫學知識的莽夫!!!(視病如親的醫者才是好醫師。)
P.S.有看到患者留言稱讚葉宗烈醫師，他確實是一位優質善良的醫師，個人在30年前在成大接受他看診一段時間，也認清精神官能症改善自己的生活，很謝謝他。
