Since 1991, the Pingtung County Government planned to build a 300-hectare Wanlong Farm at the junction of Laiyi, Wanluan and Xinpi Townships to build groundwater replenishment artificial lakes and flood detention ponds. In the face of the current extreme climate change, during the period of heavy rains, the excess and abundant surface water during the flood period of Linbian Creek is channeled to the artificial lake for storage, and then the special geological conditions of this area with good infiltration effects are used for groundwater replenishment. Not only can the groundwater resources be greatly conserved, but it can also increase the groundwater level in the coastal areas of the lower reaches of Linbian River, slow down the stratum subsidence in the downstream coastal areas, and suppress the seawater intrusion caused by the overpumping of groundwater. It really turns floods into water conservancy. During the drought period at the beginning of this year, the groundwater conserved by the artificial lake in Pingtung Da Chaozhou supported the Pingtung area without water shortage. The previous heavy rains also alleviated the flooding in the forest edge area.
