With the efforts of the Ji'an Township community and local government, the Xiaojia Yanlou Building in Nanhua Village was specially constructed. In 2006, the township office found a Taiwanese teacher from the same year. Fu reorganized the Xiaojia Yanlou into the "Yanlou Cultural Museum". When the 2017 photo was taken, the cultural museum seemed to be deserted. There is a mini half moon pool in the side courtyard of Yanlou. Among the quality of tobacco leaves in Taiwan, the quality of Hualien tobacco area is the best. Most of the tobacco houses in Taiwan were built during the Japanese rule. When a large number of Japanese immigrants entered Taiwan's Huadong to grow tobacco, several tobacco houses were built to focus on the tobacco industry. Ji'an began to build a large number of smoke towers. After the National Government came to Taiwan to extend equipment, it reached its peak in the 1940s and 1950s. The Osaka-style Xiaojiayan Building was built in 1949, and has been suspended for 75 years.
