The Catholic Private Anderson Qizhi Center is a training and reception center that inspires mentally handicapped children and deserves long-term support.

Rotary Club of New Holland went to Ande Qizhi Center for crop donation in July 107. An Deqi Zhi Center was established in Fuli Township in September 1969. It was founded in advance by Father Gu, a Catholic French citizen. In September 1971, the center of Yuli Town was relocated. The current chairman is Bishop Huang Zhaoming of Hualien Diocese, and Bishop Huang appointed Father Liu Yifeng as the head of the current institution. The Catholic Church of Hualien County Andes Qizhi Center was founded by Gu Chaoqian, a priest of the Foreign Missionary Church in Paris, France. He was a disabled person because of his French layman. He decided to organize a welfare institution for the handicapped after his death. Twenty-eight years ago, he used the former site of a closed kindergarten in Yuli Town, Catholic Church to open the Ande Qizhi Center. During the grass-roots period, the church did not have any funds. They relied on Gu Chaoqian to return to his hometown in France to raise funds from local business owners, and brought back to Taiwan as funding for the education of the mentally handicapped children in the Ande Qizhi Center. Father Gu Chaoqian's conception is from early childhood education, adult vocational training, and work to the disability and safety of people with disabilities. A The Anderson Center is currently raising funds to build a community home for the elderly with physical and mental disabilities. Only when the community home is established, the deceased founder Gu Chaoqian's ideal can be realized.
