It was planned by Jingliao Police Station in the forty-two year of Meiji (1909) to inspect Guanye Shajiro and Jingliao District Changzhuang to visit local people, and finally in Meiji. It was approved to be established on February 24 in the forty-four years (1911), and enrollment was completed on March 28.
