A different area has more dogs (6-11 dogs in each "room" and this area is loud. There are separate rooms for cats and puppies. The lady at the front desk was kind and speaks English. I didn't know photos are not allowed and a worker was speaking to me loudly and rudely, clapping his hands at my head. Overall this shelter is better kept than other government shelters I've been at in New Taipei City.
