★ ★ ★ ★ ★ This place is actually only the bus stop for the bus service between Zhubei and Shitoushan hiking area. And it's indeed, right at the start of the Shitoushan trail (and along the Lion's tail archway). There are public toilets. It's possible to walk from here, just a few minutes, to reach nearby trails like Shuilian or tengping.
