There are two options, walk around it or ride the small train. For people who can walk. I suggest you walk it so you can find time to read some of the explanation for the plant and take picture at your leisure. However, if you are not used to long walk, take the small train. The place is very big.
I notice maintenance is not so good for this place. This should be a good tourist attraction.

★ ★ ★ ★ ★ quiet pond with surrounding paths. the place was relatively quiet and am sure it has seen busier times. the two hotels did not appear to be open and quite a few shops appeared permanently closed. whilst the scenery is peaceful, the water looked like a breeding ground for mosquitoes.
there is a myth that the guardian spirit of this body of water made a tree at the bottom of the pond its home--the tree has since been excavated and a shrine has been built around it.
