★ ★ ★ ★ ★ Chaotic. For foreigners, you should go to the 9th floor to complete your tax returns. If you don't speak or read Mandarin, it will be confusing. Make sure you bring all your necessary documentation prior and find an English speaking assistant and tax clerk.

★ ★ ★ ★ ★ This are the recently open offices of the National Taxation Bureau for the Northern Area. People living in Yonghe and Zhonge need to fill their tax reports here.
Foreigners tax filings are located on the 4th floor, there is no English speaking service but the officer workers are efficient and willing to help. Basic Mandarin is useful to finish the process fast and effectively.
