The library offers free wifi (iTaiwan) with reliable accessibility, also with many electronic resources, especially you are looking for some academic scientific papers. By the way, the surroundings are superb great you can immerse at the campus to experience the passed student life with many cheap restaurant choice nearby.
Right now it is getting more and more international students here for studying either Mandarin or earning the degree, so it means that you could have much more chances to visit foreigners here all over the world.

★ ★ ★ ★ ★ It's open until 9:30ish, has free iTaiwan wifi, and visitors (non-students) can access public computers. Yay. The problem is passing through the giant campus to get here. Maybe it's better to just go to the public library in the park. It's a beautiful park.

★ ★ ★ ★ ★ Non-students are not allowed to bring their own books into the library, but are allowed to bring laptops, which they could then connect to the library's free WiFi (initial registration at the 1st floor counter required). This however, makes cross referencing with printed material difficult.
