It is to commemorate the 13th year of Tongzhi (CE 1874), when Luo Dachun led his troops to excavate the "North Road". After the completion of the North Road, Luo Dachun asked his staff to set up a monument as a memorial. Japan's invasion of Taiwan due to the Peony Club incident attracted the attention of the Qing court and hurriedly dispatched the imperial minister Shen Baozhen to Taiwan to strengthen defense. Shen Baozhen sent officers and soldiers to build Beizhongnan Road to open up the communication road between Taiwan and the east and strengthen the defense of eastern Taiwan. There are still two monuments related to the opening of Houshan North Road. One is the "Houshan North Road Milestone" at the Jinan Palace in Suao, and the other is the "Shici New City Monument" when Luo Dachun opened his way to the new city. He was caught in the sea after a big flood and has not been found yet. Among them, the "North Road" led by Fujian Land Admiral Luo Dachun led the 13th Battalion of officers and soldiers to open the road from Suao to Hualien Qilai. This northern road was later partly called the "Suhua Ancient Road", which is the predecessor of today's Suhua Highway.
