I just bought two 8-inch pizzas in this shop in the southern district, but the store didn’t even issue an invoice. Is it tax evasion for merchants with chain stores like this if they don’t issue an invoice?

I waited for more than two hours for the delivery order and then the order was cancelled. If I couldn't make it, I could close the system and not accept the order. It was a bit too much for the restaurant to cancel the order after more than an hour delay.
