When I went (in October 2019), there were 3 sizes of washing machines at $60, $80, and I believe $120; and 2 sizes of dryer at $10 per 6 minutes (or 5 for the larger one), with three choices of temperature 75, 65, and 55.
The stored value card appeared to offer a 20% discount, but there appeared to be no way to load anything other than bills onto it, so you'll need to consider whether that makes a net win for you.
There is change machine. And a vending machine selling bags and dryer sheets at reasonable rates. There were about 6 wheeled laundry baskets, a bench that seats 2, a moderately big table, and an extra plastic stool.
I had a week of lightweight (mostly synthetics) laundry for one person and the small washer and half an hour in the small dryer did the job perfectly for me.

★ ★ ★ ★ ★ Sadly, I didn't find any laundry near Taipei station, so I hire a UBike to Speedy Laundry at Ximending (neijiang branch), it's only take 30 mins for washing, and another 30 mins for drying, simply nice and quick. You'll get a discount if you buy the stored valued card. I just paid by cash TWD60/per wash (small volume, 6 kg), drying TWD 50/30mins. The price is included the washing detergent (automatically added to your laundry when the machine starts), usually you need to purchase the detergent separately in other shop, this is certainly a plus.

★ ★ ★ ★ ★ 7 laundry machine available and 8 dryer. Machine only accepts coins of denomination 50NT and 10NT. Take note though that machine can only accept one denomination eg for 50NT you can only use 5x10NT and not a combination of coins. Bummer. No notes to coin machine available. Shops nearby, won't exchange. Had to go the nearest convenience store Hi Life and buy things
