二甲九的開發是在清乾隆初年時，由業戶張必榮、吳際盛開鑿福安陂，引來了擺接溪（今大漢溪）的溪水灌溉之後，才漸漸被開墾。
當時最早入墾此處者為林姓移民，林氏移民在此闢荒墾地，共得土地二甲九分地，所以後來便以「二甲九」為此地的地名。
