村民認為他們信奉的觀音佛祖每年隨著「爐主」到處移換，實感不便，故由村民及有新人士出錢出力共同完成，在此之間曾發生不順之事，因當時建廟不易，故聯合組成九隆里、太和寮後備軍人輔導組及慈和宮管理委員會，塑造一先總統蔣公之銅像在廟前，於1978年(民國67年)元月7日才通過，正式成立。目前有專人在管理此間廟宇，且在1996年(民國85年)農曆10月又再修建，2008年又重修，即目前看到的狀況。
Establishment history:
The villagers felt that the Guanyin Buddha they believed in was moved around with the "furnace owner" every year, which was really inconvenient. Therefore, the villagers and new people paid and contributed to the work together. During this period, there were unsatisfactory things because it was not easy to build the temple at that time. Therefore, the Jiulongli, Taiheliao Reserve Army Guidance Group and the Cihe Palace Management Committee were jointly formed to create a bronze statue of President Jiang Gongzhi in front of the temple. It was passed on January 7, 1978 (Republic of China) and was formally established. At present, there is a dedicated person in charge of this temple, and it was rebuilt in October of the lunar calendar in 1996 (85 years of the Republic of China) and rebuilt in 2008, which is the current situation.
