基隆河自南湖大橋下游端起，河道蜿蜒曲折，且受潮汐影響，每逢颱風暴雨侵襲時，基隆河水位暴漲，地面逕流無法藉重力排除，甚至河水倒灌，危害市民生命財產安全。因此市府興建松山堤防，防止河水倒灌，並於民國71年施設完成建國抽水站以解決堤後排水。
