The Farmland Water Conservancy Association (referred to as the Water Conservancy Association) is a corporate agricultural organization that originated from the “water conservancy portfolio” in Taiwan during the Japanese occupation. As the times change, this organization is now regulated by the relevant laws and regulations of the Republic of China. In addition to regional water conservancy associations, there are also national “farmland water conservancy associations” in Taiwan. The main tasks are the establishment of water conservancy projects, agricultural disaster prevention, and other agricultural policies or land development [1][2] . In 2017, there were 17 water conservancy associations in Taiwan, with a total of 1.467 million members and 371,000 hectares in irrigation jurisdictions. After the destruction of the Second World War, there was almost no complete and good irrigation in Taiwan. The farmland water conservancy work in this period mainly focused on the repair of damaged Yanzhou to restore rice production. In 1945, the government reorganized the "water conservancy portfolio" into the "farm water conservancy association" and the "water hazard prevention combination" was renamed the "anti-mite association". The president was elected by the members and the competent authority of the Taiwan Provincial Government Agriculture and Forestry Department issued a nuclear faction. In 1948, the Farmland Water Conservancy Association and the Flood Control Association merged into 40 “Water Conservancy Commissions” and announced the establishment of the Water Conservancy Commission and the organization rules of the Water Conservancy Commission, which is both a government and a people's group. The selection method of the chairman of the water conservancy committee shall be submitted to the county government for approval by the water conservancy bureau. From 1956 to 1960, a total of four presidents were elected by the member representative assembly.
