The Qing Dynasty established a province in Taiwan and planned to build a Taiwanese city with eight gates and four towers in Taichung. Until the 15th year of Guangxu, only the north gate of the four gates was completed. During the Japanese Occupation, due to the construction of streets and the demolishing of the original city walls, the local gentry of Taiwan at that time moved the only remaining North Gate Building "Ming Yuan Building" to a small hill in Taichung Park. It was originally named "Guanyue Pavilion". In seven years, the mayor Chen Zongxi renovated and renamed it "Wangyue Pavilion". In the Republic of China in 1976, the beams and columns were damaged and there was a risk of collapse. The traditional southern Fujian-style Chinese architecture was rebuilt and kept in its original appearance. The construction was completed in January the following year. In the pavilion there is a plaque entitled "Music Performance Welcomes God". It was inscribed by Taiwanese magistrate Huang Chengyi in 1891. It has a history of more than 100 years and is the oldest memorial in Taichung Park. In 2004, the plaque was blown off and damaged by a typhoon. After restoration, it was kept by the Taichung Cultural Assets Department. The plaque currently hung in the pavilion is a copy of the original plaque.

In 1885, the Qing Dynasty set Taiwan as the province of the province. Liu Mingchuan moved the plan of the provincial capital to Taichung at that time, and chose Taichung as the provincial capital of Taiwan. Huang Chengyi of Zhixian County was responsible for building the city. One of the gate towers, formerly known as Kanfu Gate, is called Mingyuan Tower. After the Sino-Japanese Sino-Japanese War of 1895, the Qing Dynasty ceded Taiwan to Japan, and the construction of the provincial capital was interrupted. Because the Japanese government implemented urban corrections, the Qing Dynasty's gates were demolished, and the Kanfu Gate left only the Mingyuan Building above. Taichung Park was inaugurated in 1903, and the gentry asked to keep the Mingyuan Building, so the Mingyuan Building was moved to the Taichung Park and renamed Guanyue Building. During the renovation in 1948, it was renamed to Wangyue Pavilion again, and there was a piece of music inside. The plaque of "Welcome to God" is the name of the ghost in the cemetery, and is the word mentioned by Huang Chengyi of the county.
