★ ★ ★ ★ ★ Great car and it was fuel efficient. Was given to me with a fuel tank and the pick up location is a very short walk from the train station. Attendant knew enough English for me to understand him with the occasional help of Google Translate on his cell phone. I felt it was relatively easy and stress free to rent a car from this place even with knowing no Chinese. Only thing to know is the the English name of this store (that I could only see when I entered the shop was "Taiwan Obama Car Rental" for some reason my online reservation called it "SP Rental". The street visible sign to look for I have included below.

It’s around a 5minute walk from Hualien station.
