日本政府在昭和2年(1927)開始有灌溉設施之想法,並獲得當時議會通過花費日幣145萬餘圓之預算,於昭和3年(1928)12月開工,昭和7年(1932年)5月完工,並於9月完成通水試驗,10月14日舉行通水儀式。在儀式中由台灣總督府殖產局長殖田殖局先生,將大南庄蔗苗養成所工事導水路命名為「白冷圳」。 導水路長 16.5 公里, 全線圳路設於山腰竣坡處,除明渠外,主要構造物有隧座 22 座、渡槽14庫及3座倒虹吸工,其中一座倒虹吸工長度346 公尺,管徑 1.2公尺跨越山谷,為巨大水利工程。 921地震後,因圳路受損,農田水利會興修新水管於旁(漆藍色),形成新舊並列景況。因係將虹型管倒置,管型與虹吸管原理恰恰相反,而慣稱為倒虹吸管。 倒虹吸管係以連通管原理設計而成,漆成綠色的鋼製圓管延著山坡攀附,工程艱難度不可言喻,美麗壯觀的二號倒虹吸管為全遠東最大的倒虹吸管,民國90年獲選為全國百景第26名。

One of the inverted siphons is 346 meters long and has 1.2 meters across the valley, it is a huge water conservancy project. After the 921 earthquake, due to the damage to the road in the village, a new water pipe (painted blue) was built next to the farmland water conservancy project, creating a situation where the old and the new were juxtaposed. Because the siphon tube is inverted, the tube type is exactly the opposite of the principle of the siphon tube, and it is often called an inverted siphon tube. The inverted siphon is designed on the principle of connecting pipes. The green-painted steel pipe is climbing along the hillside. The difficulty of the project is beyond words. The beautiful and magnificent No. 2 inverted siphon is the largest inverted siphon in the Far East. It was selected in 1990. Ranked 26th in the National 100 Scenic Spots.

虹吸管在921地震受損,現為新舊倒虹吸並排,原設計鋼管厚度為13mm。新二號虹吸管新管於民國91年震災重建完成,正式通水,跨過中和村抽藤坑溪,總長346.6公尺,所使用之鋼管內徑1.22m,兩側均分別建有兩座巡水梯,西北邊階梯有452階,東南邊有313階。目前在此可見抽藤坑溪二號倒虹吸管,新舊並存是最好的古蹟保存案例。昔日此地溪流兩旁之山坡地長滿黃藤,原住民至此採集黃藤經常滿載而歸,然後賣給漢人。採集之黃藤,將包在藤身上之葉殼剝除,一節一節抽出故採藤又稱抽藤。久而久之便將此地稱為抽藤坑。漢人入墾後變成聚落,以之為名抽藤坑,而溪流便稱為抽藤坑溪。
