From the ground floor, you can directly go to the 2nd floor through stairs or elevator. However, if the ground floor door is closed, you should press the bell (written as 二樓) and let the staff/notary herself come down to open the door for you. In my experience, typically, if the notary is available you can finish all your documents processing only less than 1 hour (sometimes a little bit more). However, if there're some queue or the notary is not there, you will get your legalized documents after 2-3 working days. I also attached some photos, to give you the view of their office surroundings and her business card (both in English and Chinese). They open from 08:00-12:00 and 13:30-17:30, but mostly the notary herself available in the office around 09:30-16:00.
